ICE officers wounded a man in New York on October 8, federal officials said, prompting the mayor to demand an enforcement halt.

Mayor Zohran Mamdani said preliminary accounts described agents encircling a vehicle occupied by the man and a child, age 5, before several shots were fired. He said the child was thought to have escaped physical injury.

The Department of Homeland Security, which oversees Immigration and Customs Enforcement, confirmed that an officer fired a weapon and that the injured man survived. Its account described an arrest operation but did not explain the circumstances that preceded the gunfire.

Federal account centers on an arrest

The department said officers were seeking to detain a Dominican Republic national who had a criminal conviction. It characterized the activity as a "targeted enforcement operation" and said the shooting happened around 4 p.m. Eastern time.

Federal officials said officers immediately assisted the wounded man, who was receiving hospital treatment. Their account did not establish his medical condition beyond saying he was alive, and the cited conviction was not independently corroborated in the available reporting.

City officials and witnesses placed the shooting in Marble Hill, while the department described its operation as taking place in the Bronx. The federal statement referred to one officer firing; Mamdani's preliminary account referred to several rounds, leaving the number of shots unresolved.

Restaurant worker describes the scene

Pedro Almarez, who was working at a nearby restaurant, said he stepped outside after hearing gunfire and saw officers dressed in ICE clothing. He described several officers and three or four vehicles at the location.

Almarez said city police reached the scene roughly 10 minutes later and that the wounded man remained inside the vehicle until an ambulance arrived. His account describes what he observed after the shots, rather than the encounter that led to them.

Police subsequently restricted access to a block with crime-scene tape. The accounts available do not establish what officers said to the man before firing or what actions immediately preceded the shooting.

Mamdani seeks intervention from Trump

Mamdani said he intended to speak with President Donald Trump and seek an end to ICE enforcement throughout New York City. His proposed response extended beyond the conduct of the officers involved to the continuation of federal immigration operations across the city.

The mayor's demand and the department's explanation addressed different issues: Mamdani challenged the presence and conduct of immigration agents, while federal officials described the intended arrest. The department's statement did not address his request to stop operations.

If Mamdani pursues that demand with the White House, the dispute would concern citywide enforcement as well as this shooting. The immediate unresolved questions remain narrower: the justification for opening fire, the man's condition and confirmation of the child's welfare.
