UK AI Strategist Matt Clifford Joins Anthropic in International Role

Matt Clifford, a key figure in shaping the United Kingdom's artificial intelligence policy, has taken on a new role as Managing Director of International Government Relations at Anthropic, a prominent US-based AI company. The appointment, announced this week, places Clifford at the forefront of Anthropic's engagement with governments across Europe, the Asia-Pacific region, and India.

Clifford's transition to the private sector follows a six-month period earlier this year during which he served as an unpaid AI opportunities adviser to Prime Minister Keir Starmer. Before this, he played a significant role in developing the UK's national AI action plans and establishing the AI Security Institute under both the Sunak and Starmer administrations, indicating his deep involvement in the nation's AI strategy formulation.

Scrutiny Over Public-Private Transitions

The move has prompted discussions regarding the flow of senior policy advisors between government roles and private corporations. Critics, including the non-profit organization Unlock Democracy, have raised concerns about a potential "revolving door" effect. They argue that such rapid transitions could provide private companies with an unfair informational advantage concerning sensitive regulatory frameworks and future policy directions.

Conversely, proponents within the industry maintain that Clifford's extensive expertise is essential for navigating the increasingly intricate landscape of global AI governance. This transition mirrors similar moves by other high-profile UK political figures who have joined major technology companies. Examples include former Deputy Prime Minister Nick Clegg joining Meta in 2018, former Prime Minister Rishi Sunak taking advisory roles at Microsoft and Anthropic last year, and former Chancellor George Osborne joining OpenAI.

Anthropic's International Expansion Strategy

Despite his new role at Anthropic, Clifford will retain his existing positions as chair of the Advanced Research and Invention Agency (ARIA) and the venture capital firm Entrepreneurs First. Anthropic, reportedly preparing for a potential public offering that could value the company at up to $2 trillion, highlighted Clifford's mandate to foster partnerships with global regulators as the company expands its international operations.

An Anthropic spokesperson indicated that the UK is among "dozens" of governments with which Clifford's team will engage. The company emphasized its need for experts who possess a deep understanding of government operations across diverse international markets to support its growth ambitions and ensure responsible expansion.
