Russia Halts Kenyan Recruitment

Russia has agreed to cease recruiting Kenyan citizens for military service in Ukraine, as confirmed by Kenyan Foreign Minister Musalia Mudavadi on March 16, 2026, following discussions with Russian Foreign Minister Sergey Lavrov in Moscow. This agreement addresses concerns regarding the welfare of Kenyans involved in the conflict, with consular services to be established for those requiring assistance.

Ukrainian estimates from February indicate that over 1,780 citizens from 36 African nations are fighting alongside Russian forces. A Kenyan intelligence report presented to lawmakers in February stated that more than 1,000 Kenyans had been recruited to fight for Russia, significantly exceeding previous official estimates. Russia maintains that Kenyan citizens have voluntarily signed contracts to participate in the conflict.

Minister Mudavadi emphasized that the broader relationship between Kenya and Russia extends beyond the conflict in Ukraine. Lavrov acknowledged that the Russian Ministry of Defense was reviewing cases that had raised concerns among Kenyan officials, reiterating that Russia does not compel individuals to enlist.
