Europe-Gulf Forum in Greece Sets Permanent Cooperation Platform

The inaugural Europe Gulf Forum concluded on May 17 in Greece after three days of private discussions aimed at deepening strategic cooperation between European and Gulf leaders. Organizers said the meeting brought together prime ministers, heads of state, senior policymakers and investors from May 15-17. The forum was presented as a new, permanent platform for ongoing engagement at a time of geopolitical fragmentation and rapid economic transformation.

Organizers said the agenda covered shared security challenges, global economic headwinds and efforts to promote regional stability. Participants also discussed expanding cooperation on supply chains, energy, defence and technology.

Organizers said leaders and senior representatives attended from major governments in both regions, along with the International Monetary Fund, the European Central Bank, the Gulf Cooperation Council and sovereign investment institutions.

Areas highlighted for deeper partnership

According to organizers, participants identified three areas for deeper Europe-Gulf partnership in the months ahead: strategic infrastructure and connectivity; technology and security cooperation; and long-term investment in energy resilience. The forum described these themes as priorities for both public and private sector participants, particularly as countries reassess supply-chain exposure and energy security.

Organizers said the discussions also focused on how Europe and Gulf states can align investment and policy planning around resilience, including infrastructure projects and cross-border connectivity. They said the forum was designed to provide a setting for candid exchange among senior officials and investors.

Follow-on engagement and operating committee

Organizers said participants agreed on the need for more regular, structured engagement between senior public- and private-sector leaders from both regions. They said an official operating committee will lead follow-on engagement, including additional leadership convenings and continued private dialogue among stakeholders.

The forum was described as the first dedicated public-private platform for strategic cooperation between Europe and the Gulf. Organizers said the next phase will focus on converting the themes discussed in Greece into a standing program of engagement.

Organizers said further convenings and private dialogues will be scheduled as the operating committee develops the forum’s workplan.
