Gaza Physician Detained, Facing Abuse Allegations

Hussam Abu Safia, a Palestinian physician, continues to be held in Israeli custody without formal charges, according to reports from his legal representatives. These reports detail allegations of ongoing physical abuse and sleep deprivation at the Rakefet detention facility. Dr. Abu Safia was apprehended by Israeli forces on December 27, 2024, during a raid on Kamal Adwan Hospital in northern Gaza, and is being detained under the state's 'unlawful combatant' law.

Physicians for Human Rights Israel (PHRI) issued a statement on Wednesday, indicating that recent visits by legal counsel suggest Dr. Abu Safia is regularly subjected to beatings by prison guards. The organization also reported a pattern of auditory harassment, specifically designed to impede his sleep. PHRI noted that he was transferred to the Ramla prison medical center on August 10, a move the group views as confirmation of his declining health status.

Allegations of Deteriorating Health and Maltreatment

PHRI has been actively pursuing legal avenues to secure an independent medical examination for Dr. Abu Safia. A request for such an evaluation was submitted to the Israel Prison Service on July 7, but it has not yet received approval. The human rights group emphasized that there is 'no justification for further delay' in granting access to an independent physician.

Previous accounts from rights organizations and Dr. Abu Safia's family have consistently pointed to signs of torture since his capture. He has been held in solitary confinement within the underground Rakefet facility, where his lawyer previously described daily acts of violence. In June, video footage from a court appearance via videolink showed Dr. Abu Safia appearing notably thinner, raising further concerns about his well-being.

Wider Trend of Medical Professional Detentions

Dr. Abu Safia's detention is part of a larger pattern, as at least 13 other Palestinian medical professionals are currently being held by Israeli authorities without trial. International bodies, including a United Nations commission of inquiry, have called for his immediate release and access to an independent medical assessment. The Israel Prison Service has not granted these requests, citing ongoing administrative procedures as the reason for denial.

Before his arrest, Dr. Abu Safia was a prominent figure highlighting the struggles of Gaza's healthcare sector during the conflict. He continued his work despite the loss of one of his sons in an Israeli drone attack. His apprehension by Israeli forces occurred after he refused to evacuate Kamal Adwan Hospital, where he served.
