Turkey lowers residential electricity tariff limit to 3,000 kWh

Regulators lowered the annual residential power cap under the last-resort supply tariff to narrow state utility subsidies.

Turkey lowers residential electricity tariff limit to 3,000 kWh

Turkey's energy regulator set a 3,000 kilowatt-hour annual consumption threshold for residential electricity users on Oct. 31, tightening eligibility limits under the last-resort supply tariff.

Subsidies narrow for higher-volume residential power consumers

Officials at the Energy Market Regulatory Authority said the revised consumption limit takes effect across national power networks on Jan. 1, 2027. The measure establishes a baseline above which residential consumers move out of government-subsidized retail pricing brackets and transition toward direct cost-reflective electricity tariffs.

Regulators introduced the lower volume threshold to reduce fiscal expenditures on universal retail energy subsidies while concentrating state support on low-consumption households. Grid operators and retail electricity vendors must recalibrate automated metering systems and consumer classifications before the revised standard enters into force.

Power distribution companies face operational adjustments as larger residential accounts shift into wholesale market pricing formulas. The change also increases incentives for residential solar installations and private energy efficiency retrofits across urban distribution zones.

Regulators will issue technical implementation guidelines and billing procedures for regional electricity distribution companies ahead of the Jan. 1, 2027 deadline.
