Officials Report 11 Missing After Ships Hit Off Bulgaria

Officials said 11 people were missing after two merchant ships were struck off Bulgaria on Tuesday, widening the Black Sea security risk from the Ukraine war to waters near a NATO and EU member.

Bulgarian Prime Minister Rumen Radev summoned the Russian ambassador after drones struck a Ukrainian-owned cargo ship, officials said. Another vessel was hit and sank farther north off the coast, according to officials.

Bulgarian coast draws Russian summons

The reported strikes put Bulgaria closer to the operational edge of the Black Sea conflict, where commercial shipping, naval activity and drone attacks have overlapped since Russia’s full-scale invasion of Ukraine. The immediate company-level effect is clearest for the shipowners and cargo interests tied to the two vessels: crew recovery, insurance claims and port routing decisions now sit ahead of normal cargo movement.

For the wider shipping

sector, the mechanism is risk pricing. If attacks remain near Bulgarian waters, insurers may reassess war-risk premiums and operators may add delays, diversions or extra security checks on Black Sea routes.

If the incident is contained and rescue operations produce no further damage reports, the sector impact may stay limited to the affected vessels.

At the macro level, the Black Sea matters because it links Ukrainian, Russian and regional trade flows to Mediterranean markets. If attacks disrupt commercial routes, the transmission would run through freight costs, grain and energy logistics, and diplomatic pressure on Black Sea states.

The next dated marker is whether Bulgarian officials release crew, vessel and diplomatic updates by October 14.
