China Grants Green Light for Domestic Clearing Operations

The People’s Bank of China has granted approval for Visa to initiate preparations for a domestic bankcard clearing institution. The firm has been allotted a one-year window to complete necessary arrangements before submitting a formal application to commence operations. This development allows the entity to settle domestic yuan transactions directly through its own network.
This approval marks a shift in the domestic market, which has historically been dominated by state-owned UnionPay. Unlike competitors that operate through joint ventures, Visa is permitted to establish its local clearing organization as a wholly foreign-owned enterprise. This move aligns with broader commitments to financial sector liberalization following recent high-level bilateral discussions between the United States and China.
The authorization follows a multi-year regulatory review process that began in 2017. The decision is framed by officials as a strategic effort to enhance stability in bilateral economic cooperation. The entry of a major foreign payment processor into the domestic clearing space represents a significant change in China’s financial infrastructure governance.
