Agentic AI Transforms Financial Warfare
Agentic artificial intelligence (AI) is enabling a new form of financial warfare, transforming global financial systems into contested battlegrounds. In March 2025, Western financial institutions detected unusual algorithmic trading events, indicating adversarial “poisoning” attacks that distorted market signals and undermined confidence in financial risk models.
This development signifies a shift from traditional financial statecraft, such as sanctions, to AI-enabled financial operations (AIFOs) that operate with digital tempo and can cause instability at machine speed.
AIFOs involve irregular warfare campaigns using weaponized finance through indirect and often non-attributable means. These include destabilizing capital flows, strengthening ransomware-finance ecosystems, and attacking financial models via data poisoning.
Adversaries can leverage weaknesses in AI data pipelines and supply-chain provenance to corrupt telemetry, distort model behavior, and weaponize feedback loops within critical financial systems. Unlike cyber-enabled financial crime, AIFOs are ongoing, adaptable, multi-vector campaigns encompassing market manipulation, payment rail disruptions, and sophisticated disinformation.
The threat is escalating, with agentic AI systems capable of autonomous strategizing, adapting to changing conditions, and coordinating across domains. This allows adversaries to orchestrate financial operations at scale, launching thousands of synchronized transactions or synthetic identity operations with minimal human oversight.
The United Kingdom's top banking regulator expressed concern in June about the combination of vulnerabilities in lenders' tech systems and worsening geopolitical tensions, highlighting the growing intent and capabilities of adversaries. Attribution becomes significantly harder when autonomous agents can be deployed at scale, adapt tactics in real-time, and obscure their origins, posing a significant challenge to defense mechanisms.
