Uzbekistan economic reforms are expanding rapidly with the creation of a major new tax-free international financial hub in Tashkent. President Shavkat Mirziyoyev announced the initiative during his opening address at the annual Tashkent International Investment Forum. The move signals a major shift toward integrating the Central Asian nation into the global financial architecture.

This new special economic zone, designated as the Tashkent International Financial Center, is designed to attract substantial foreign direct investment. Government officials emphasized that the country remains highly receptive to collaborative, mutually beneficial international partnerships. This approach comes as Tashkent attempts to diversify away from its heavy historical reliance on commodity trading.

A New Regulatory Landscape

To reassure international investors, the planned financial center will operate entirely under English common law protocols. This legal framework represents a significant departure from the standard regulatory systems traditionally found in the region. The decision aligns Tashkent with established global hubs like Dubai and Singapore.

A cornerstone of this system will be the establishment of an entirely independent financial regulator. This specific watchdog will possess the administrative authority to issue its own regulatory guidelines and policies. By building an autonomous judicial environment, local leadership aims to solve persistent concerns regarding contractual enforcement.

Unprecedented Incentives for Capital

The domestic government is offering extremely generous fiscal incentives to draw foreign businesses to the new complex. Specifically, the state will implement a zero-percent rate on corporate profit tax, value-added tax, property tax, and customs duties within the designated zone. These aggressive tax holidays are designed to establish immediate regional cost competitiveness.

Crucially, the reform package explicitly guarantees the unrestricted flow of capital across borders. International enterprises operating within the zone will be allowed to execute financial transactions in any currency without administrative barriers. This mechanism is crucial for global corps seeking friction-free profit repatriation.

Beyond traditional banking, the development blueprint prioritizes modern market demands such as financial technologies and digital assets. Furthermore, the Tashkent hub intends to build a specialized ecosystem dedicated to green signature finance and sustainable development projects. This shift reflects a strategic push toward a diversified, knowledge-based economy.

Demographics and Economic Momentum

These sweeping adjustments come at a time of remarkable macroeconomic expansion for the Central Asian country. Uzbekistan registered an impressive 7.7% economic growth rate in 2025, solidifying its position as a regional powerhouse. This rapid trajectory has caught the attention of multilateral development banks and private equity firms alike.

With a population of nearly 40 million people, Uzbekistan stands as the most populous market in Central Asia. The expansive consumer base is notably young and increasingly educated, providing a strong foundation for long-term domestic productivity. This labor asset serves as a major draw for multinational corporations looking to set up regional headquarters.

In addition to demographic advantages, the state budget continues to benefit from historically elevated global gold prices. As one of the world's leading gold producers, Uzbekistan has successfully leveraged mineral exports to fund structural transitions and domestic modernization.
