India Evaluates Reverse Mortgage Framework to Address Retirement Income Gaps

India’s pension system faces a structural limitation regarding the aging population, as current accumulation-based models like Pension System (NPS) provide insufficient coverage for informal workers nearing retirement. With the population aged 60 and above projected to reach 347 million by 2050, the government is exploring the integration of home equity into retirement planning to mitigate fiscal pressure on state-funded pension schemes.

Previous attempts to implement reverse mortgages in India were hindered by high transaction costs, title verification complexities, and low consumer trust. Recent advancements in the Digital India Land Records Modernization Programme and the SVAMITVA property mapping initiative have significantly reduced administrative barriers, potentially lowering lender risk and operational costs.

Policymakers are considering a pilot program involving Housing Bank and the Pension Fund Regulatory and Development Authority. Proposed structural safeguards include state-backed insurance to manage longevity risk, mandatory conversion of equity into lifelong annuities, and legal frameworks allowing heirs to retain property rights. This shift aims to transition the elderly from state dependency to self-funded retirement using existing real estate assets.
