Egypt construction consulting may hit $10.06 billion by 2031
A commercial market-research forecast links growth to infrastructure, housing and PPP changes, while flagging currency swings and labour constraints.

ResearchAndMarkets said on Oct. 13 in a GlobeNewswire press release that Egypt’s construction consulting market is forecast to rise to $10.06 billion by 2031 from $6.63 billion in 2026.
ResearchAndMarkets’ Oct. 13 press release put the 2026-2031 compound annual growth rate, a measure of yearly expansion over time, at 8.70%, compared with a $6.11 billion market value in 2025.
The commercial market-research release tied the outlook to Egypt’s infrastructure and real-estate spending, including a project pipeline it valued at more than $450 billion. It said the pipeline covers electricity networks, new cities, transport links, agriculture schemes and coastal developments.
The release cited three large programmes as examples of consulting demand: Cairo Monorail Line 1, which it said opened in March 2026; the New Delta agricultural reclamation programme, which it said spans 1 million acres; and Ras El Hekma, where it said work is creating demand for hospitality planning, coastal modelling and financing advice.
Public-private partnership reforms are another driver, according to the release. It said changes to PPP Law 67/2010 introduced unsolicited bids and standard templates, while reforms to the Central PPP Unit improved risk allocation and value-for-money assessments, which compare expected public benefit with cost.
Private-source consulting revenue is forecast by ResearchAndMarkets to grow at a 10.1% compound annual growth rate through 2031, faster than the overall market’s 8.70% pace. The release said developers increasingly need advisers that combine engineering expertise with financing advice and performance-linked contract work.
The forecast also points to pressure on costs and margins. ResearchAndMarkets said the Egyptian pound moved from EGP 30.85 per dollar in January 2024 to EGP 52.34 in March 2026, then near EGP 29.76 in April 2026 after Central Bank intervention.
That volatility matters because software, specialist equipment and international experts are often priced in dollars, the release said. It said 10-15% contingency allowances have often been too small, squeezing domestic firms paid in local currency while improving pricing power for international firms billing in dollars.
Project management consultancy was the largest service category, representing 39.58% of the Egyptian construction consulting market in 2025, according to the release. It cited Hill International’s oversight of the $4.4 billion Cairo Metro Line 3 extension among major assignments.
Master planning and other services are forecast to grow at a 9.3% compound annual growth rate through 2031, ResearchAndMarkets said. The release linked that growth to earlier design coordination intended to limit later project changes, including on the $28.2 billion Spine development in Greater Cairo.
Infrastructure and civil works made up 37.8% of consulting spending in 2025, while residential consulting is forecast to grow fastest by sector, at a 9.25% compound annual growth rate through 2031. The release cited plans for 310,000 housing units in fiscal 2025/26 and continued work under the “Housing for All Egyptians” programme.
The release also said Egypt’s 2025 Data Sovereignty Decree is creating consulting opportunities for data centres, including cooling, backup power and resilient utility systems. It did not provide detailed methodology in the published excerpt, and its forecasts remain dependent on project execution, currency stability and the availability of skilled engineers.
ResearchAndMarkets listed additional restraints including engineer out-migration, wage inflation, heritage-site approvals in the Nile Delta and legal-advisory uncertainty tied to the absence of English text for 2021 PPP-law amendments. Its company list included Dar Al-Handasah, AECOM Egypt, Hill International Egypt, WSP Middle East-Egypt, AtkinsRealis, Shaker Consultancy Group and EHAF Consulting Engineers.
