India transfers $13 billion tax windfall to states
The Finance Ministry released an extra tax devolution payment to fund capital outlays ahead of regional festivals.

India's government transferred an extra tax devolution installment of 1.09 trillion rupees ($13 billion) to state administrations on Saturday. Indian benchmark sovereign bond yields held steady after the Finance Ministry announcement.
The transfer marks the second supplementary devolution installment of the current fiscal year, matching an identical disbursement made in August. Officials said the early funding aims to accelerate infrastructure spending and finance regional development expenditure before the festive season.
Capital spending push tests New Delhi fiscal deficit target Uttar Pradesh received the largest allocation at 192.08 billion rupees, followed by Bihar with 108.45 billion rupees and Madhya Pradesh with 80.10 billion rupees. The additional disbursements provide sub-national governments with liquid funding without requiring immediate debt issuance, tempering short-term pressure on state development loan yields.
The transfer arrives as central government accounts show narrowing fiscal headroom. Official figures showed India's fiscal deficit reached 7.14 trillion rupees during the April to September period, representing 42.1 percent of the full-year target of 16.96 trillion rupees for the 2026–27 fiscal year. Net tax revenue reached 12.76 trillion rupees, or 44.5 percent of budget estimates, up from 43.3 percent during the same period a year earlier.
Borrowing committees will review regional market issuance schedules ahead of the November 15 state bond auction window to gauge sovereign debt absorption.
