France sovereign outlook cut to negative at A+ rating

Credit assessors affirmed France’s long-term foreign currency debt at A+ while warning of worsening fiscal deficits.

France sovereign outlook cut to negative at A+ rating

France's credit outlook was lowered to negative on Oct. 31 as its long-term debt rating was held at A+, widening French 10-year sovereign bond spreads against benchmark German debt.

Sovereign debt pressures compound fiscal outlook

Credit assessors affirmed the sovereign rating at A+ but warned that growing budget deficits and elevated national debt jeopardize debt stabilization. Official estimates indicated that France's fiscal deficit widened beyond government targets this year, while legislative divisions continue to threaten planned expenditure curbs.

French 10-year bond yields rose 4 basis points in European morning trading, extending the spread over benchmark 10-year German Bunds to 78 basis points. Strategists noted that a potential downgrade would lift borrowing costs across state-backed agencies and French financial institutions that link their funding rates directly to the sovereign curve.

The negative outlook leaves France vulnerable to a formal one-notch rating reduction within the next 12 to 18 months if fiscal consolidation stalls. Debt managers face record bond issuance volumes approaching €300 billion this year, amplifying the impact of higher yields on state debt-servicing outlays.

Parliamentary debates on the state budget proposal will conclude before a Dec. 21 statutory vote, determining whether France meets European Union fiscal compliance targets.
