Putin Retains Nuclear Arsenal as Conventional Option

The strategic assumption that Russia would initiate nuclear conflict to avoid military defeat in Ukraine lacks historical precedent. Previous conflicts involving nuclear-armed states, including the United States in Vietnam, the Soviet Union in Afghanistan, and France in Algeria, demonstrate that great powers accept conventional military failure without resorting to nuclear escalation.

Western policy regarding military aid to Ukraine has been constrained by concerns over potential nuclear retaliation. However, current Ukrainian objectives are limited to the restoration of internationally recognized borders, rather than the existential destruction of the Russian state. Kyiv has signaled a willingness to accept a cease-fire along current front lines, further reducing the likelihood of an existential threat to Moscow.

Global norms established since 1945 have created a robust taboo against the use of nuclear weapons. This international consensus, combined with the catastrophic consequences of nuclear engagement, serves as a significant deterrent. Consequently, Russian nuclear rhetoric is increasingly viewed by analysts as a strategic signaling tool rather than a credible indicator of impending tactical or strategic nuclear use.
