Ukraine diplomacy shifts to Russia as Witkoff meets Putin
The US envoy arrived in Saint Petersburg after talks with Zelenskyy and Nordic leaders on Ukraine.
US special envoy Steve Witkoff arrived in Saint Petersburg on Oct. 21 for talks with Russian President Vladimir Putin on Ukraine, officials said, extending a diplomatic round that included Kyiv and Nordic leaders.
Putin meeting tests Ukraine diplomacy
Witkoff was met at Pulkovo Airport by Kirill Dmitriev, the Kremlin adviser for international economic cooperation, officials said. The meeting follows discussions in Norway with Ukrainian President Volodymyr Zelenskyy and the leaders of Norway and Finland that officials described as constructive.
The sequence puts Washington’s Ukraine diplomacy back in direct contact with the Kremlin after meetings with Kyiv and two NATO-aligned northern European governments. For markets and governments, the immediate issue is whether the talks produce any public signal on cease-fire terms, security guarantees or the timing of further negotiations.
Russia has continued to frame any settlement around its security demands, while Ukraine has sought sustained Western military and financial support. Officials have not announced an agenda, a negotiating document or a joint statement from the Saint Petersburg meeting.
The next marker is any official readout on Oct. 21. If both sides describe the talks as procedural, the geopolitical effect may be limited; if either side points to a follow-up channel, attention will move to whether Kyiv and European governments are included in that process.
