The United Arab Emirates (UAE) views its prior engagement strategy with Iran as having failed following recent Iranian missile and drone attacks against Gulf states. Anwar Gargash, diplomatic advisor to the UAE President, stated on May 16 at the inaugural Europe Gulf Forum in Costa Navarino, Greece, that previous efforts at containment and outreach, including trade connections, did not prevent these attacks.
He characterized the situation as a "worst-case scenario" where Iran responded to U.S. and Israeli operations by targeting Gulf infrastructure and civilians.

Gargash indicated that the UAE and other Gulf countries had provided assurances that their facilities would not be used in any conflict against Iran, yet they were targeted within an hour of Iran being attacked. This suggests a premeditated response by Iran. He also expressed concern that the Gulf Cooperation Council (GCC) has not adequately responded to Iranian aggression.
The advisor emphasized the need for deeper Europe-Gulf collaboration, citing an underperforming relationship with significant potential for growth. Key areas for enhanced cooperation include concluding a free trade agreement, technology transfer, and ensuring maritime and energy security, particularly in the Strait of Hormuz. Gargash highlighted the presence of 300,000 to 350,000 European and UK citizens residing in the UAE, underscoring Europe's interest in regional stability.
