President's adviser says Öcalan to join disarmament subcommission

The president's chief adviser, Uçum, said Abdullah Öcalan will serve on a "Disarmament and Strategic Coordination Sub-Commission", a step officials said will include state security units and group members.

Uçum said the National Security Council decision is due in October, otherwise November or by year-end, officials said. A ruling-party source said the subcommission is expected to bring together security services, state-appointed personnel and named figures from the organization, and that contacts with group members will take place and may already be under way.

MGK decision due in October

Officials said the state will lay out the conditions for how weapons would be handed over, with Öcalan described as the figure calling on the group to disarm and as having a role in determining where members would relocate. The ruling-party source said preparatory consultations with various circles are planned to create conditions for those steps.

If the National Security Council approves the plan by October 31, 2026, officials said the subcommission would begin state-managed preparations for weapons handover; if the decision slips, officials said the window moves into November or, at the latest, December 31, 2026. Observers warned the timetable makes the October decision a key hinge in whether a negotiated disarmament process advances or faces delays.
