Djibouti Football Federation Leaders Removed in Police-Led Ouster

The leadership of the Djibouti Football Federation (FDF), including FIFA Council member Souleiman Waberi, has been removed following an extraordinary general assembly held under police escort. Security forces occupied the federation’s headquarters and technical center to facilitate the meeting, which the incumbent executive committee has declared illegitimate due to alleged procedural violations.

This leadership change follows a government investigation into the FDF regarding suspected embezzlement, money laundering, and administrative irregularities. The investigation identified approximately £500,000 in misused cash payments and non-compliant procurement practices, leading to potential criminal charges against current federation leadership.

Intervention Sparks International Appeals

The FDF has appealed to international governing bodies, citing what it describes as state interference in the management of a national sports association. Such direct government intervention risks institutional sanctions from global football authorities, potentially including the suspension of Djiboutian teams from international competitions and the freezing of development funding.

The executive committee rejected the extraordinary general assembly as illegitimate, asserting that it was not properly convened and that required notice periods and procedures under its statutes and electoral code were not respected. Sources within Djibouti, however, maintained that the number of delegates required by the statutes was present and voted unanimously to remove Waberi and the executive committee.

Financial Mismanagement Allegations Emerge

The government investigation, initiated weeks prior, has focused on a range of alleged financial misconduct. Officials detailed findings of significant financial mismanagement and a failure to meet project standards within infrastructure projects funded by international grants. These issues raise questions about the stability of future development programs for football in the country.

Uncertain Future for Djiboutian Football

The ongoing legal scrutiny and internal governance disputes create a period of uncertainty for the FDF and Djiboutian football. The potential for international sanctions could severely impact the sport's development, affecting everything from grassroots programs to the participation of national teams and clubs in regional and continental competitions. The resolution of these allegations and the establishment of a recognized leadership will be critical for the federation's future trajectory.
