OpenAI Halts UK Data Center Amid Cost, Regulatory Hurdles

OpenAI has put its planned “Stargate UK” data center on hold in northeast England, pointing to concerns about energy prices and the regulatory environment. The company said the project will move forward only when “the right conditions” are in place for long-term infrastructure investment, including regulation and energy costs. The pause was announced on Thursday.

The halted plan involves a proposed facility at Cobalt Park in North Tyneside. The site was intended to support the UK’s AI infrastructure and supply thousands of high-performance chips for AI development. OpenAI had described the effort as a partnership involving Nvidia and Nscale.

Stargate UK was positioned as part of a wider £31 billion UK tech investment package aimed at helping the country become an “AI superpower.” In September, OpenAI had said the UK data center would strengthen the country’s “sovereign compute capabilities” and support domestic AI development. The latest decision pauses that trajectory, while leaving open the possibility of proceeding if conditions change.

The UK government has promoted domestic technology and AI development as a route to economic growth. Officials have pointed to the AI sector as expanding 23 times faster than the overall economy. A government spokesperson said the UK would continue working with OpenAI and other AI companies to improve national compute capacity.

The spokesperson also said the sector has drawn more than £100 billion in private investment since the current administration took office. The pause in a multi-billion pound data center plan highlights how large-scale AI infrastructure can hinge on operating costs and policy settings, even when demand for compute is rising and governments are seeking to attract capital.

Key uncertainties remain around what specific regulatory or energy-cost thresholds OpenAI considers sufficient to restart the project, and how quickly those conditions could be met. OpenAI did not provide a revised timeline for Stargate UK in its statement, and the government did not indicate whether additional measures would be introduced in response.
