Ontario power bills get $23 rebate as rates change Nov. 1

Ontario Energy Board said in an Oct. 16 press release that regulated electricity prices for households, small businesses and farms will change on Nov. 1, with on-peak winter time-of-use power at 18.9 cents/kWh.

The regulator also said the Ontario Electricity Rebate will be 15.7% from Nov. 1. The OEB said Regulated Price Plan prices are decreasing year over year, allowing a lower rebate while the overall bill increase remains consistent with previous years.

For a typical residential customer using 700 kWh of electricity a month, the rebate will reduce bills by about $23 a month, according to the OEB. Actual bill effects may differ depending on electricity use and the customer’s local utility.

Under winter time-of-use pricing, off-peak electricity will cost 9.1 cents/kWh, mid-peak power will cost 14.6 cents/kWh and on-peak power will cost 18.9 cents/kWh. Time-of-use pricing varies by hour, with higher rates during periods of heavier demand.

Customers on the Ultra Low Overnight plan will pay 3.7 cents/kWh from 11 p.m. to 7 a.m. every day, 9.1 cents/kWh on weekends and holidays from 7 a.m.

to 11 p.m., 14.6 cents/kWh during weekday mid-peak hours and 37.7 cents/kWh during weekday on-peak hours.

For tiered pricing, residential customers will pay 11.2 cents/kWh on the first 1,000 kWh a month and 13.2 cents/kWh above that level. Non-residential customers will pay the lower tier for the first 750 kWh a month.

The OEB said residential, small-business and farm customers can choose time-of-use, tiered or Ultra Low Overnight prices. It also said electricity distributors cannot disconnect residential customers for non-payment from Nov. 15, 2026, to April 30, 2027, under the winter disconnection ban.
