NATO Expands Innovation Ranges to Accelerate Defense Technology Adoption

NATO is accelerating the integration of emerging defense technologies by expanding a network of specialized innovation ranges across member states. The initiative, formalized under the June 2025 Rapid Adoption Action Plan, aims to compress the testing, evaluation, and procurement cycle for new military capabilities to within one year of identification. The innovation ranges provide physical, operational environments where military forces and private sector developers—including non-traditional startups—can test prototypes in realistic conditions. By facilitating early-stage experimentation, the Alliance seeks to bridge the gap between initial development and full-scale deployment, ensuring that new systems are functional, secure, and interoperable before formal procurement decisions are finalized.

Pilot programs in Latvia and Finland have already demonstrated the efficacy of this model. In Latvia, the Sēlija Military Training Area has focused on uncrewed and counter-drone systems, while Finnish facilities in Riihimäki have prioritized resilient communications, artificial intelligence-enabled decision support, and autonomous systems in Arctic conditions. These sites serve as critical nodes within the broader Defence Innovation Accelerator for the North Atlantic (DIANA) ecosystem.

Ahead of the upcoming summit in Ankara, NATO leadership is expected to push for the expansion of these ranges and the harmonization of procurement frameworks. The objective is to institutionalize agility within the Alliance, allowing for the rapid scaling of dual-use technologies to maintain a decisive operational advantage against evolving security threats.
