The Russian government has introduced a specialized residency program targeting citizens from 47 nations deemed unfriendly, aiming to attract individuals who align with state-promoted traditional values. As of spring 2026, Russian authorities report that approximately 3,400 applications have been submitted under the Shared Values visa scheme, which was formally established in 2024.

The policy functions as a mechanism to counter perceived Western neoliberal influence by offering temporary residency for up to three years. Applicants are exempt from standard language and history testing, provided they formally reject what the Kremlin characterizes as destructive Western ideologies. The program requires participants to cover their own relocation costs and administrative fees, with no state-provided financial or housing assistance.

While the initiative is marketed by relocation agencies as a pathway to a safer, culturally conservative environment, the practical outcomes for migrants vary significantly. Some participants have reported severe financial instability and personal hardship shortly after arrival. The long-term viability of the program remains uncertain, as participants must eventually pass rigorous language and history examinations to secure permanent residency status after their initial three-year term expires.
