Vegas Golden Knights owner Bill Foley has organized an ownership group to pursue a potential NBA expansion franchise in Las Vegas and has hired Morgan Stanley as exclusive financial adviser to help structure the bid. The effort is a formal expression of interest ahead of any NBA decision on expansion, which would require approval from the league’s Board of Governors. No timetable has been announced for when, or if, the NBA will open an expansion process.
Officials said the adviser’s mandate is to build an “ownership platform” around Foley’s existing holding company and to align the group with NBA financial and governance requirements. The work described so far focuses on capital structure and ownership compliance rather than basketball operations.
The announcement did not include an arena plan, and there was no indication the NBA has opened formal bidding. As described, Foley’s group is positioning itself to be ready if the league establishes an application window and evaluation criteria.
In comments included in the announcement, Foley linked the bid to the city’s emergence as a major sports destination, saying Las Vegas has “earned its place among the great sports cities in America” and that an NBA team “belongs here.”
What an NBA expansion bid would still require
Even with an ownership structure taking shape, there is no franchise award at this stage. Any expansion would depend on the NBA setting a process and timetable and then voting to approve new teams through the Board of Governors.
Because the league has not outlined next steps, bids like Foley’s are best understood as preparatory work: lining up funding, governance and documentation in anticipation of a future expansion decision.
Las Vegas’ growth as a major-league sports market
Las Vegas has expanded its major professional sports footprint in recent years. The city is home to the NHL’s Golden Knights and the NFL’s Raiders, and the Oakland Athletics are expected to relocate to Las Vegas by 2028.
An NBA franchise would add another top-tier North American men’s league presence in the market. For now, the immediate next signal to watch is whether the NBA publicly outlines an expansion timeline and application process that would allow ownership groups to be formally evaluated.
