Ukraine offered to halt strikes on Russian oil refineries if Moscow stops attacking Ukraine’s energy grid, Ukrainian officials said Sunday, putting energy infrastructure at the center of any possible pause in cross-border attacks. Reaction pending.

Ukrainian officials also pushed back after President Trump called for new leadership in Kyiv, saying Russia alone was responsible for the war. The remarks kept the dispute over Ukraine’s wartime mandate tied to the battlefield and to the country’s damaged power system.

Refineries tied to grid attacks

The proposal sets a reciprocal condition: Ukraine would stop targeting Russian refining assets only if Russia stops hitting Ukrainian energy facilities. That framing matters for oil markets because refinery outages can affect Russian fuel supply, while attacks on Ukraine’s grid can affect power generation, heating and industrial activity.
