Montenegro prosecutors bring 4 whistleblower-report indictments since 2016
Reports to ASK increased after 2020, but agency data cited by Balkan Insight show only two convictions from cases based on whistleblower filings.

Montenegro recorded 1,259 whistleblower reports from 2016 through 2025, with 72% lodged after 2020, an Oct. 5 Balkan Insight news report said, citing the Agency for Prevention of Corruption.
The figures suggest greater use of formal channels after the Democratic Party of Socialists, or DPS, left office in 2020, but prosecutors brought indictments in only 4 report-based cases, with 2 convictions, the report said.
Annual reports to the anti-corruption agency, known as ASK, increased from 110 in 2019 to 142 in 2021, 188 in 2022 and 190 in 2023, according to the data cited by Balkan Insight.
The political benchmark is 2020, when the DPS lost power after 30 years in government. The data do not establish why reporting increased after that change, only that most filings in the 2016-2025 period came afterward.
Court outcomes remain limited in the figures provided. ASK said it did not know whether the 2 conviction verdicts were final, leaving the legal status of those cases unclear.
The reported data do not identify the workplaces involved, the alleged wrongdoing, or why most whistleblower reports did not produce indictments.
