Officials said the decision ties Helsinki more closely to Paris-led planning on nuclear deterrence and related exercises. The defence ministry said the move is intended to reassure allies and improve coordination on wartime planning and force posture across northern and western Europe.

Analysts said the accession widens the pool of partners contributing to collective deterrence and could change operational planning in the High North and Baltic region. Officials noted the initiative is separate from alliance nuclear command arrangements but complements broader European efforts to present a unified deterrent posture.

The step is likely to reverberate diplomatically. Officials warned it may prompt a response from Moscow, which has criticised Western nuclear arrangements in the past, while supporters say it raises the political and military cost of aggression against NATO members.

Officials said teams from Finland and France will work through technical and legal arrangements in the coming weeks, with a formal schedule and membership terms expected by September 30, 2026.
