FIA allows Russian and Belarusian flags to return

The International Automobile Federation (FIA) has ended its emergency restrictions on Russian and Belarusian participation, allowing individuals from both countries to compete under their national flags again in international motorsport.

The change was ratified by the World Motor Sport Council on August 3, 2026, restoring full participation rights for competitors, teams, and event officials from Russia and Belarus across FIA-sanctioned events.

Emergency neutrality rules lifted after four years

The previous framework, introduced in March 2022, required Russian and Belarusian athletes to meet specific neutrality conditions as a prerequisite for entering FIA-governed competitions. Under that regime, national identifiers were restricted even when individuals were permitted to take part.

With the rescission now in effect, those neutrality requirements no longer apply to any driver, team, or event official operating under the FIA’s authority. National symbols, colors, and anthems are again permitted throughout the FIA-sanctioned calendar.

FIA links shift to IOC recommendations

Officials said the updated position aligns with recent International Olympic Committee (IOC) recommendations on athlete eligibility. The FIA decision brings the motorsport federation’s approach closer to eligibility guidance that has been referenced by other international sports bodies when setting participation rules.

The FIA’s move also clarifies how the federation intends to distinguish between restrictions affecting individuals and those affecting event locations, with different rules continuing to apply depending on whether the question is participation or hosting.

Hosting ban in Russia and Belarus remains unchanged

Despite restoring the ability of Russian and Belarusian participants to display national symbols, the FIA is keeping its prohibition on staging international competitions in Russian or Belarusian territory. That location-based restriction remains active even as participation rules have been relaxed.

The federation said it continues to monitor the conflict in Ukraine and retains the option to reintroduce restrictions. Officials said any renewed measures could be used to ensure compliance with international sanctions or other contractual obligations tied to events and governance.

Different rules across global sports federations

The FIA’s decision contrasts with policies adopted elsewhere in sport. The Fédération Internationale de Motocyclisme (FIM), the global governing body for motorcycle racing, continues to enforce a full ban on participants from Russia and Belarus.

The split underscores how international federations can reach different outcomes while navigating eligibility, sanction compliance, and event-related contractual requirements. For motorsport stakeholders, the FIA’s approach now combines restored national representation for individuals with a continuing venue restriction that limits where international events can be held.
