Bitcoin rose toward $67,000 as Washington edged closer to crypto rules, lifting Coinbase and smaller tokens after a long market slump.

The rally followed comments from Treasury Secretary Scott Bessent, who said lawmakers were at the "1-yard line" on the Clarity Act. He pushed Congress to pass the long-awaited digital-assets bill before its recess, giving traders a policy catalyst after months in which rallies were repeatedly sold.

Washington gives crypto a catalyst

Bitcoin gained more than 2% on Tuesday, while Coinbase Global Inc. climbed as much as 12.6%. The move extended beyond the largest token, with smaller coins also moving higher as investors reassessed the chance of a clearer U.S. framework.

The Clarity Act matters because crypto trading venues, token issuers and investors have spent years operating under fragmented U.S. oversight. A bill that narrows jurisdictional uncertainty would not remove market risk, but it could reduce the regulatory discount embedded in companies most exposed to U.S. digital-asset activity.

Coinbase tracks rulebook risk

Coinbase was the clearest equity beneficiary in Tuesday's move because its business is directly tied to U.S. crypto trading volumes and institutional participation. When investors see a higher probability of workable legislation, the exchange's earnings sensitivity to trading activity becomes more valuable.

The rally also arrived after a bruising stretch for crypto markets that began with an October crash, when forced liquidations swept through leveraged positions. Since then, the market has struggled to sustain upside moves because holders used rebounds to cut exposure rather than add risk.

Market conditions have changed at the margin. Bitcoin has risen about 14% this month after two straight monthly drops, spot ETF flows have moved back into positive territory, volumes have improved, and derivatives data cited in the source article pointed to less forced selling pressure.

June range frames the trade

FRNT Financial's Stephane Ouellette pointed to Bitcoin's roughly $60,000 to $67,000 range since early June as the level traders are now testing. He said attention had been pulled toward artificial-intelligence trades and large stock-market deals, with SpaceX's public debut among the examples he cited.

"With Bitcoin at the top end of the range, we see the path of least resistance being higher and an elevated likelihood of a breakout of the range as the AI trade slows and the market becomes more comfortable with the path of interest rates," he said.

That framing puts the current move at the intersection of policy, positioning and rates. Bitcoin does not need all three to improve at once, but the latest rally is harder to dismiss when each has stopped working against the market.

If Congress clears the Clarity Act before recess, the immediate macro effect would likely be a modest improvement in risk appetite rather than a change in interest-rate expectations. For Coinbase, the mechanism is more direct: clearer rules could support trading activity, product planning and institutional engagement, while the wider crypto sector could see a stronger bid for compliant platforms and larger tokens.

If the bill stalls, the rally becomes more dependent on technical levels and ETF demand. In that case, Bitcoin's $60,000 to $67,000 band remains the key market test, Coinbase could lose some of the policy premium in its share price, and smaller tokens would be more exposed to renewed selling if liquidity thins.

The main uncertainty is whether legislative momentum can survive the recess calendar. Traders also need to watch whether ETF inflows persist, whether derivatives positioning continues to normalize, and whether rate expectations stay calm enough to keep speculative capital from rotating back out of crypto.
