UK Defence Secretary Finalizes Investment Plan

UK Defence Secretary Dan Jarvis announced today that the government will publish its long-delayed Defence Investment Plan (DIP) prior to the upcoming Nato summit in Ankara on July 7 and 8. The move follows months of negotiations between the Ministry of Defence and the Treasury to address an 18 billion pound funding shortfall in the department's ten-year capital programme.

Jarvis has reportedly secured at least 14 billion pounds for the plan, an increase of approximately 500 million pounds over the 13.5 billion pound figure that led to the resignation of his predecessor, John Healey. While the additional funding aims to mitigate immediate capital gaps, the total defence budget remains tied to Prime Minister Keir Starmer’s pledge to reach 2.68 percent of GDP by 2030. The government faces pressure to establish a credible trajectory toward the Nato target of 3.5 percent of GDP by 2035.

The publication of the DIP serves as a transitionary measure before the expected leadership change on July 17. Although the Treasury has mandated 1 percent capital budget cuts across other departments to facilitate this settlement, officials maintain that the plan is a continuation of existing policy rather than a new spending commitment. The long-term fiscal strategy remains subject to future spending reviews under the incoming administration.
