Russia Escalates Hybrid Warfare Across Europe

Russian intelligence services have significantly intensified a campaign of sabotage and subversion across Europe, targeting critical infrastructure and political figures to undermine Western support for Ukraine. Since the February 2022 invasion, Western officials have documented 191 distinct acts of arson, cyberattacks, and disruption, with the frequency of such incidents nearly tripling between 2023 and 2024.

The Kremlin utilizes a proxy-based model to execute these operations, often recruiting vulnerable individuals via encrypted messaging platforms to perform acts of vandalism and surveillance. By operating in the gray zone between peace and war, Moscow aims to destabilize democratic societies while remaining below the threshold that would trigger a formal NATO collective security response. Recent incidents include arson attacks against properties linked to British Prime Minister Keir Starmer and persistent probing of alliance defenses through drone incursions and disinformation.

In response, European governments and NATO are shifting from reactive postures to more integrated defense strategies. Initiatives include the establishment of specialized intelligence agencies, such as Sweden’s upcoming civilian unit, and increased collaboration between NATO and private sector utilities. Analysts suggest that deterring further escalation requires a unified policy of enforcing clear red lines, expanding joint military exercises, and accelerating the transfer of defensive capabilities to Kyiv to neutralize the source of the Kremlin's aggression.
