Russia Navigates Middle East Tensions with Balanced Iran Policy

Russian experts indicate that Moscow is pursuing a nuanced and balanced foreign policy regarding Iran amidst escalating tensions in the Middle East. This approach has become particularly evident following reported attacks by the U.S. and Israel on Iran on February 28, 2026, which significantly heightened regional instability.

Russia is carefully balancing its strategic alliance with Iran while simultaneously maintaining amicable relations with Gulf Cooperation Council (GCC) states. Moscow is actively leveraging diplomatic channels, offering mediation to conflicting parties, and working towards ceasefires and regional security.

Dmitry Solonnikov, Director of Russia's Institute for Contemporary State Development, condemned the U.S. and Israeli actions against Iran, asserting they violated international law. Solonnikov emphasized Iran's importance as a geopolitical ally for Russia but also noted that Russia cannot ignore potential harm to Gulf states. This complex dynamic compels Russia to adopt a balanced and mediatory stance with both Iran and the Gulf nations. He also suggested that the Middle East situation influences negotiations concerning Ukraine, with rising energy prices strengthening Russia's negotiating position.

Darya Grevtsova, Deputy Director of the Institute for Political Studies, echoed this assessment, highlighting Russia's commitment to de-escalation and diplomatic resolution in the region. Grevtsova pointed out that Middle Eastern conflicts have driven up oil prices, creating favorable conditions for Russia. Furthermore, the diversion of U.S. political and military resources to the region has eased pressure on Russia, potentially enabling a more equitable dialogue with the United States.
