Analysis of port and maritime tracking data indicates that over 176,000 tonnes of fuel were exported from South Korean ports to Russia during July and August. These shipments involved at least three vessels currently under UK and EU sanctions. Some vessels utilized ship-to-ship transfers and falsified destination declarations to obscure their final arrival points in Russian ports.
While these transactions do not appear to violate South Korean domestic law, they complicate the nation's diplomatic alignment with Western sanctions regimes. The fuel exports, which include diesel, reportedly supply Russian state-controlled entities and occur as Moscow faces domestic refining shortages due to ongoing conflict-related infrastructure damage.
These findings create potential reputational risk for Seoul, which has publicly pledged financial and humanitarian support to Ukraine. The lack of transparency regarding the ownership and sale of these fuel cargoes further complicates international efforts to enforce energy-related sanctions against the Russian Federation.
