Kazakhstan election exit polls put Adilet above 70%, positioning the new ruling party for control of the 145-seat Kurultai.

Three early surveys placed Adilet between 70.7% and 72.3% after Sunday's early parliamentary election, according to the preliminary projections. On those figures, the party could take roughly 105 to 109 seats in the new chamber, well above the 73 needed for a simple majority in a 145-member legislature.

Adilet's 70% opening

The vote was the first parliamentary contest held under Kazakhstan's new constitution, which replaced the previous bicameral legislature with a single-chamber Kurultai. Five parties were projected to clear the 5% threshold required to enter parliament, according to the exit polls.

Seven parties appeared on the ballot, but the new rules removed the independent route into the legislature. Every Kurultai seat was contested through party lists, changing both how candidates reached voters and how future blocs will be formed inside the chamber.

Amanat's three-decade inheritance

Adilet is a new vehicle with old machinery behind it. Established in April, it absorbed Amanat in 2026 before the election, giving it access to the country's largest party organization.

Amanat had dominated Kazakh politics for almost 30 years under its current and previous names. As Nur Otan, it traced its origins to the 1999 campaign structure that backed former president Nursultan Nazarbayev in that year's election.

Adilet entered the contest as the strongest organizational force in the field and nominated 186 candidates, more than any other party, according to the election material. The party also backed the constitutional overhaul that created the Kurultai, making the vote a test of both its electoral reach and the new institutional design.

Party lists narrow ballot

Adilet chair Aibek Dadеbay thanked voters after the first exit poll figures were released and said the campaign had taken party representatives across all regions. He said the party had heard local concerns and would use those proposals in its future work.

Dadеbay also framed the result as a mandate for continued engagement with voters, saying: "Every opinion matters to us." The official count will determine whether the scale suggested by the exit polls is confirmed in seat allocations.

If the exit poll range holds, Adilet would have room to pass legislation without relying on smaller parties. For the wider party system, that would leave opposition groups with a presence in the Kurultai but limited ability to alter bills unless Adilet chooses to negotiate.

Official count sets control

The direct political effect depends on how close the official results land to the early projections. If Adilet remains near the 70% mark, the immediate macro signal for foreign investors and governments would be continuity in Kazakhstan's domestic policy framework rather than a fragmented legislature.

For Adilet, a majority of about 105 to 109 seats would turn its campaign platform and support for the new constitution into the central legislative agenda. For other parties, the 5% barrier means parliamentary relevance will depend less on individual candidates and more on party-list discipline, coalition tactics and committee work.

A second path would open if the final count narrows Adilet's margin or gives smaller parties more seats than the exit polls suggest. That would not necessarily block the ruling party, but it would make committee negotiations and public debate more important mechanisms for shaping legislation.

The main uncertainty is the gap between exit polls and certified results. Until the election authorities publish the final distribution of seats, the Kurultai's balance of power remains preliminary, even if the direction of the vote points toward an Adilet-led chamber.
