Turkiye Expands Military Cooperation With Libya

Turkiye is expanding its military and technical cooperation with the eastern-based Libyan National Army (LNA), marking a significant shift in its regional engagement strategy. The initiative, led by LNA Deputy Commander Saddam Haftar and Turkish defense officials, includes training programs for Libyan officers and the development of surveillance systems, according to reports from July 2026.

This strategic realignment is facilitated by unprecedented diplomatic coordination between Ankara and Cairo, which previously supported opposing factions in the Libyan conflict. Rather than viewing the Turkish presence as a threat to its western border, Egypt is reportedly collaborating with Ankara to stabilize the region and limit the influence of other external actors in the Horn of Africa and the Sahel. The cooperation serves to secure Turkish interests, including the 2019 maritime border agreement, while allowing the LNA to diversify its international alliances beyond Russia and the United Arab Emirates.

Analysts suggest the transition from proxy competition to pragmatic partnership reflects a broader shift in regional security dynamics. While the current technical alignment remains short of a formal defensive pact, experts note that any permanent Turkish military deployment near the Egyptian or Algerian borders would likely trigger significant regional friction.
