Reliance Backs New Texas Oil Refinery Project
Reliance Industries is backing a new oil refinery in Brownsville, Texas, marking the first major U.S. refinery in nearly 50 years.

A new oil refinery project in Brownsville, Texas, has secured significant backing from India's Reliance Industries. This development, announced by former U.S. President Donald Trump, could represent the first major refinery construction in the United States in nearly five decades. The last such facility, Marathon's Garyville plant, was completed in 1977.
America First Refining (AFR), the company behind the initiative, confirmed a substantial "nine-figure investment from a global supermajor," which has been identified as Reliance Industries. The total valuation of this initial investment is reported to be in the "10-figure" range. AFR is actively seeking additional capital to fund the project, which carries an estimated cost of up to $4 billion.
Project Scope and Capacity
The proposed refinery is designed to process approximately 60 million barrels of American light crude oil annually. This capacity is intended to bolster domestic refining capabilities and support U.S. energy independence. The facility's output will focus on American-produced energy derived exclusively from U.S. shale oil.
Offtake Agreement and Financial Projections
AFR has also finalized a binding 20-year offtake term sheet with the unnamed global supermajor. This agreement outlines the purchase, processing, and distribution of the refined products. The financial scale of the project was highlighted by former President Trump, who initially described it as a "$300 BILLION DOLLAR DEAL."
AFR clarified this figure, explaining it is a projection based on the long-term value of the refinery's operations. This includes an estimated $125 billion from purchasing and processing 1.2 billion barrels of shale oil, combined with an anticipated $175 billion from producing 50 billion gallons of refined product over the project's lifespan.
Economic and Strategic Implications
Construction of the new refinery is anticipated to commence in the coming months. Proponents argue that the facility will contribute to enhancing U.S. energy independence by increasing domestic refining capacity. Furthermore, the project is expected to positively impact the U.S. trade balance by reducing reliance on imported refined products.
This investment by Reliance Industries underscores a growing trend of international energy firms participating in U.S. infrastructure projects. The strategic location in Brownsville, Texas, positions the refinery to access crude oil from major U.S. production basins, particularly the Permian Basin, and facilitate distribution to both domestic and international markets.
Implications
Country Impact: The project aims to enhance U.S. energy independence by increasing domestic refining capacity, potentially reducing reliance on imported refined products. It could also improve the U.S. trade balance and create jobs in the Texas region.
Industry Impact: This development marks a significant investment in the U.S. refining sector, potentially stimulating further infrastructure projects. It signals continued confidence in U.S. shale oil production as a long-term feedstock for domestic processing.
Market Impact: The increased refining capacity could influence domestic fuel prices and supply stability. For Reliance Industries, it represents a strategic expansion into the U.S. energy market, diversifying its global portfolio and securing access to American crude.
