NATO Secretary General Outlines Ankara Summit

NATO Secretary General Mark Rutte announced on Thursday that the upcoming alliance summit in Ankara will prioritize the implementation of defense spending commitments over new pledges. Speaking at an Atlantic Council event in Washington, Rutte emphasized that the primary objective is to demonstrate operational readiness to Moscow while formalizing a transatlantic defense industrial expansion.

The summit, scheduled for next month, will focus on converting the 5 percent gross domestic product defense spending target into concrete industrial contracts. Rutte noted that European allies and Canada have increased defense investment by 1.2 trillion dollars over the past decade, a trend he attributed to pressure from the United States. To address current production shortfalls, the alliance plans to launch a defense industrial forum aimed at accelerating the manufacturing of both traditional hardware and emerging technologies, including artificial intelligence.

Rutte also addressed the transition to a Europe-led NATO 3.0, intended to alleviate the resource burden on the United States as it manages commitments in the Indo-Pacific. Ukrainian President Volodymyr Zelenskyy is expected to attend the summit to secure ongoing support. Rutte maintained that while internal debates among member states are inevitable, the alliance remains unified in its strategic deterrence posture against external threats.
