The chair of Football Regulator (IFR) has formally committed to resigning if the body faces political pressure regarding the ongoing investigation into Manchester City. The regulator maintains that its independence is absolute and reports no current attempts at external influence from the government.
This stance follows concerns that the club’s ownership ties to the Abu Dhabi state could prompt political intervention. The regulator possesses the statutory authority to evaluate the fitness of club owners and directors, with the potential to mandate the sale of a club if integrity or financial soundness standards are breached.
Separately, the IFR released a report highlighting systemic financial instability across the English football pyramid, noting that 94% of regulated clubs posted financial losses in the 2025-26 season. The regulator identified the current distribution of revenue between the Premier League and the English Football League as a primary driver of these distortions.
Officials are now pushing for a revised financial settlement to mitigate the impact of parachute payments and stabilize lower-tier operations.
