Officials said indirect technical talks in Doha produced an agreement to release $3 billion from restricted Iranian oil revenues for humanitarian purchases, adding a financial track to a fragile diplomatic effort involving Iran, the United States and Qatar.

Iran also established an official communication channel with the United States to document and report alleged violations of a memorandum of understanding signed roughly two weeks earlier, officials said. The arrangement is intended to reduce the risk that a dispute over implementation escalates into a wider confrontation involving the United States, Israel and Iran.

Doha channel tests sanctions relief

The $3 billion forms half of a $6 billion pool of Iranian oil revenue that had been frozen in South Korean banks under US sanctions before being transferred to Qatar's central bank. Officials said the released amount is limited to humanitarian uses, including food, medicine and other essential supplies.

Iranian officials said banking and agricultural specialists joined the negotiating team, signaling that Tehran wants the funds routed toward imports rather than broader budget support. US officials have linked financial relief to continued engagement and compliance with the wider understanding.

Qatar remained the main mediator, while Pakistan also supported efforts to keep talks active. Officials said discussions showed positive progress and would resume after the funeral of Iran's former Supreme Leader.

The unresolved risk is the Strait of Hormuz dispute.

and give Iran a narrow economic opening while supporting diplomatic momentum across the region. If maritime tensions instead intensify, oil markets and Gulf shipping could price in renewed disruption risk, limiting the value of the fund release for Iran and complicating mediation.
