Officials said the incident occurred in waters near the Ukrainian port of Odesa and affected a commercial cargo vessel. The ministry said commercial ships and innocent civilian crew members should never be targeted and warned the episode threatens safe navigation and global trade.
Officials added that consular teams were in touch with the families of those aboard and that investigations are under way to determine the circumstances and responsibility for the strike. Maritime operators that route through the Black Sea could reassess transits and insurance arrangements while facts are clarified.
The strike raises the risk of wider disruption to Black Sea shipping corridors, which carry grain and other bulk commodities out of the region. Governments and shipping companies will watch for follow-up reporting from coastal authorities and for any advisories from maritime insurers.
Officials said further updates are expected by July 22 as investigators and consular officials continue their work.
