Former NATO Chief Proposes European Security Coalition

Former NATO Secretary General Anders Fogh Rasmussen proposed on Monday the formation of a European coalition of the willing to bolster continental defense and integrate Ukraine into a new security architecture. The initiative aims to establish a robust military framework capable of operating independently of United States troop levels, addressing concerns regarding shifting American foreign policy priorities.

The proposed coalition would be led by France and the United Kingdom, functioning as an insurance force to ensure regional stability. This strategy coincides with preparations for a July 7 NATO summit in Ankara, where European powers are expected to commit to a new target of 70 billion euros in additional support for Ukraine over two years. Member states are also evaluating a long-term of increasing defense spending to 5 percent of GDP by 2035.

Rasmussen characterized Ukraine as a critical asset for European security, citing its combat experience and military capacity as essential bulwarks against Russian aggression. The proposal emphasizes the necessity of transitioning from a model of providing aid to Ukraine toward a partnership that leverages Ukrainian military innovation and industrial capacity. European defense officials are currently reviewing strategies to integrate Ukraine’s defense industry into the broader European ecosystem to ensure long-term sustainability.
