Officials said Ukraine's metals industry is on the verge of a systemic shutdown, threatening export revenue and raising construction costs for the wider economy.

Trade flows and construction costs

Officials said a halt in metal shipments would cut flows to international buyers and interrupt inputs for domestic construction projects. That, they said, would push up procurement costs for builders and could delay projects dependent on steel and other metals.

The note framed the risk as primarily operational: transport, processing and export logistics constrained would choke output before demand reacted. Officials emphasized the direct link between halted shipments and near-term FX pressure as exporters lose foreign-currency receipts.
